They should "at least" exempt the students graduating with PhD degree. Also extend the exemption to the Master students graduating from top ranked universities (univ list similar to HSMP). This will bring down some demand for H1B visa numbers for advanced degree.

What was the date on which you filed. I think you should be fine. I did it the same way and got the letter from the Grad School. Mine was filed on 23rd. I haven't received the receipt yet!! dunno when it would come in!! this delay sucks!
The letter actually does not mention all degree requirements have been fulfilled. This left me really upset (I asked the dept to fax it directly to company, so I had not seen it).
It says "XYZ completed all coursework requirements for his PhD in EE at the University ABC, and deposited his thesis on April 11 2007. His degree should then be officially conferred in May 13 2007"
Obviously course + thesis = all degree requirements for PhD, but I wonder if USCIS might question it. The company's attorney (a highly reputable company) okayed the letter and he said denial is unlikely and that they will either approve it or issue an RFE; but based on my readings of other posts I think there is a fair chance that it might be denied.
The irony is that I got a letter from the registrar on April 16, but by that time the attorney had already filed with the weaker letter. I asked him to send the other one when quota was still available but he said it was unnecessary.
Please anyone with similar experience comment.

Is IV only for those who have filed I485?
I gave my opinion and people gave me lot of reds. There is a majority here who already have EAD and have filed I485. You people do not care for those who are less fortunate and struggling in the early stages of the process. If July 07 had not happened, all of you would be asking for I485 filing option today.
By giving reds to people who disagree you will drive people away and make IV only for those who have filed I485 and not for the entire EB immigration people.

I had 2 soft LUDs in Aug 26 and 27 in 2008 for all of 3 applicants on that day not sure they are for what..that time I was in India using AP.
Another guess is my file may have been pre-adjudicated thats why I had see 3 LUD's as other 2 applicants didn't treavel to India only myself.

This is just my guess:
It doesnt mean we dont see approvals.
They may have counted all the cases assigned to IO's? or to be assigned cases too? You may still see approvals, it is just that, if your case is not picked up by an IO, you will have to wait till october 1st.
My case is not assigned to IO as of august 8th.

I think I know a few with PD < 2002 still waiting....Its hard to give up when you have waited so long....
Of course there are many, may be thousands who are waiting since 2002 or earlier. But the logic I gave was that these guys must have already filed their their AOS petitions in the interim years.
My point was that, there is no way so many ancient labors (pre 2001) can get cleared last month and cause depletion of visa numbers. There is only one explanation. These labors were pre-approved.

Com'on guys. I make less than $1000 per paycheck (< 30K per year) and yet I am willing to part with $50 to support IV. I am sure many of you make at least twice my salary.
Please contribute to IV and help yourselves in obtaining your GCs faster than the projected 10-12 year current wait time due to retrogression.

Beleive me , we have lot of people in the same boat like you and let me tell them that if we as a forum can get to our goals, we will make more than double a year than what we make today.... I am sure you will make more than 90K if you get GC ... I have seen lot of my friends who had offers go past under the nose just becuase they didn't had a GC....

I was just thinking and then this came up on me . How about sending a poster along with the letter campaign. I can contribute atleast four posters. They do not have to be full size posters ..can be just A4 size pamphlets kinds. We can just print them in color printer and send them along with the letters. These posters may make it to the press also as they will be funny and spicy for news. Actually, we can send copy of our letters to press as well along with our posters. If we make about 10 such posters, we can send one random poster along with the letter.

I totally agree. The point here is that substituted labors are not completely dead. It's like a toxic waste which is still poisoning the legal immigration biosphere.
What most ppl here are asking is to rearrange the PDs of all apps in such a way that substituted labors move back in the queue. This will give the genuine labor folks a better chance.
So just chanting that labor substitution is dead for past two years will cut no ice. All, please don't muddy the water with such statements. The real issue being discussed here is to re-sort the PD, not banning labor substitutions.
Yes it was stopped in 2007. But it still has its shadow. Back in India Did you leave in area where there was shortage of water? All I said is do not call them as jealous. They have valid grievances. If they want they can fight.
