Can you please tell me who you addressed the letter to (letter to the president) - is it just the address given on the WH website. Did you send it to anyone's attention in particular. Thanks in advance for the info.
Write to Mr. Bush (no kidding). They will send an inquiry to FBI and you will get something from FBI NNCP (name check division). If that does not help, file a lawsuit against USCIS/FBI. Or you can file a lawsuit first and then write a letter to save some time. The lawsuit will get things moving. The do-it-yourself guide is located here:

So you see, what really matters here is whether you feel you are entitled to something or not. If you don�t feel entitled to a fair immigration process that does justice to those who seek legal ways to immigration, then you probably aren�t entitled. To ask for something, you must first believe that you deserve it. And to show that you deserve it, you must ask it loudly and clearly from rooftops.Don�t predict visa bulletins, but work to change and influence the visa bulletin 6 months from now. And no, you wont be deported for exercising that constitutional right.

Well if we were to carry your reasoning a little bit further ...being a citizen of a country, any country, is only a privilege and not a right as you have to follow the rules and laws of the country.
The actual difference is in the definition as has been pointed out earlier.....
"right" - is something you can ask for because you think it is reasonably fair
"privilege" - is something you are not entitled to or deserve but nevertheless get because someone condescended to give it to you.
By the above definitions what would would classify getting permanent residence as.... the answer lies in the broader way of how we look at life and live it.
Do we always live in fear and cower in front of real and imagined threats - the GC is then a privilege.
Or do we live an honest life - do the best we can - and stand up for what we think is right or wrong irrespective of whether our lives are directly affected or not. The GC then is a right.
Getting a GC in United States is our dream. Following rules and following laws of the system is all what we can do. We can only highlight the defects in the system and ask for a change.
We live a honest life not out of fear of getting caught, but because we believe that that is the right thing to do.
If you are a citizen and stand up for what is right or wrong, then the concerned authorities should seriously look into it.

Ok, I will give you a weak analogy. See how Indian IPOs distribute shares when it is oversubscribed. The same thing goes here. Replace money by applicants and replace investors by countries, and you will get a sense as to why per country quota is implemented. I agree it is hard to digest the per country quota, but it is what it is. It is affirmative action if you will. It requires equality, but gives some buffer to people not properly represented (or run the risk of being overwhelmed by any single country).

But if you do not come from a place there Indian and Chinese imperial powers have taken over the country, then how are you socio-politically dominated by Indian or Chinese. And if you are not dominated by Indian or Chinese in the country where you came from, then how could it be "like" affarmative action.
Maybe you yet don't know, but Indian and Chinese EB applications cannot vote and they do not have any representation in the US government. So its not that you are "not properly represented" and Indian and Chinese have all the representation. WE ALL HAVE NO REPRESENTATION. Just so that its clear.
Your next argument is that you are "overwhelmed" by Indian and Chinese so there should be country-limits. Well, I can understand that, we are very overwhelming people. You see 40% of the world population gets 14% green card, we tend to become "overwhelming" for other.

Did you guys paid attention to this, when Inflation rose to 13% Indian Finance Minister said it is because Oil is at $160 a barrel, but now as Oil has come down, Inflation has come down worldwide Inflation is still above 12% in India. also, when Stock markets were at 22K Indian FM minister used to give Interviews every day it is because of great policies of UPA govt. Now Sensex has slashed 40%, Finance Mn. has suddenly dissapeared. Did you guys also heard him saying 'Indian economy is insulated from ongoing US crisis'. Juist to prove the original posters point about IV being intolerant about different points of view and the trigger happy attitude of some members about giving a red dots just because someone else speaks his point of view - I got a very personal and abusive remark with a red dot just for my post above. Not that I really care about Red or Green dots. My GC journey is over. This forum helped me a great deal when I was waiting for my GC. Now I am hear to help others with what I know in their GC pursuit and help with any on going action items. Just wish some members here would grow up and learn to live and let live! :)

It is simple: you could have a PhD and be on H1B but still not qualify for EB2 classification if the job you are in does not require enough education and/or experience to fall under EB2 classification.
You do NOT require Master's degree for EB2 classification or for H1B. The law does require "related field" but does not clearly specify computer science or anything.
You do require enough experience.
When applying for GC or during the stages, Educational Equivalency to US accredited Universities will have to be shown. This is the stage you might have an issue with showing that it is equivalent.
There have been thousands of instances where applicants have been disqualified from applying for GC and even their H1B revoked when initial degree was found to not be related to the occupation - examples: B.Com, B.Sc (Bio, Geology..except Physics/Math), B.Arch.
USCIS is now very strict. :( -but for the betterment of the whole system.

I received a sms saying that my case status has been updated (weird they sent it @ 9:25 pm PT). I was like here comes another biometrics appointment... but still let's check the status online. To my surprise and by god's grace, case status was changed to "Card/Document Production" (still cannot believe it). I dunno what triggered this but i did contact my Congressman yesterday. My wife's status has also changed to "decision" - should move to "Card production" soon.
My suggestion to all of you - please don't lose patience and do whatever you can from your end to expedite your case. It's your GC and you've to make sure you get it. Contact I/O, infopass and congressman/senator. Don't expect anything from your lawyers as they only care about money and it is in their best interest to see your case pending (more RFEs, EADs, APs, etc).
Thanks and all the best to all of you out there still waiting for your GC.

With the attitude towards immigration in this country, i really doubt this bill will pass :(, i really hope it does though, i think the USICS is a strong believer of "sabar ka phal meeta hota hai", translated, the fruit of a long wait is sweet, i just hope the wait is not too long and the fruit rotten

However, the congress returns in September and IV Core will update us on the situation. There is still no reason to believe that this is bill is completely dead, so keep checking IV site and when there is an update from Core, put in your effort AND get your friends involved too.
You can actually start getting your friends in similar situation involved right now. Get them registered and get them to read up on IV in general. The only way we can get any reform is by numbers. I hope you have already joined your state chapter and look forward to your continued presence and contribution to IV.

Is IV interested in doing a Freedom Of Information Act request to USCIS how and when they used up all visa numbers for EB3-India. That might show some information if they cooked the numbers if at all. We might get some more insight which monthly VISA bulletin does NOT give.

I am in eb3 row, have a job waiting for me in the usa, but i am in england,
Have a PD of june 06, am terrified that my job offer will be withdrawn if i dont make some progress soon. Have had job offer for 1 year this week.
My soliciter has written to nvc to try and shed some light. but im not expecting much joy.
But from the posts, i have read in this thread, do i detect a glimmer of hope for my situation.?
Could EB3 row become current soon.??
It is just so unjust that i have to wait the length of time that i have, its not so bad if you are already out there, and just changing your status, but for some one in my position trying to perminently relocate, job waiting for them, no family, just me, clean as a whisle and not able to do anything because you are stuck in the same que as everyone else is just a nightmare. I have had my life on hold for a little under 2 years for this. And im only 24.
Im starting to wonder just how much longer i can wait. Life has to go on you know. Im loosing some of the best years of my life to stand in a fucking que, for something that may never happen. It is almost enough to make you think about becoming and illegal.

I used ICICI for 7 years....was always ok with the serivce ...did not have anything much to complain....
I did not know about SBI service being available....a few days back someone on IV forum told me to try SBI....I tried it out....
If ICICI charged me 50 paise per dollor SBI charged only 25 paise per dollor....(come one it is not free with anyone... -;)
I used SBI twice so far.....quite happy.....more over feel glad to use a nationalised bank -:)
compared to ICICI ...on a different note....my wife opened an NRI account with ICICI 5 years back and since then I have been trying to add myself as a joint acount holder....starngely ICICI's "excellent" customer service has not yet been able to do it....:confused:....I might as well give up....lol...

Since this discussion has been going on for 5 pages, i thought ill add my 2c.
Firstoff i haven't gone through all 5 pages so if someone already mentioned this, please don't jump on me. You can create an SBI account called SWIFT account. They will give you an account number and a SWIFT code for the bank.
You can then initiate a wire transfer from any bank in the US. They charge a flat rate of around 35-45$. The good part is, you can have the money sent in $ to your local account. They say it takes 3 days but it never takes more than one day for me.
The money is saved in FD as dollars and earns you interest if you leave it for 11 months. If you need to convert it any time, you have to forgo the interest (as with any FD) and you can get the closing exchange rate of the previous day.
This has many advantages
1) one simple fee of 35$
2) In case you want to bring back the money to the us, since it is kept as dollars, you can transfer it back without any hassle. (To keep it in dollars , you may have to provide this as a special instruction)
3) Folks back home have control on exchange rate, they can cash it any time it is high
4) Takes less than a day in most cases.
If you do the math, you will see that this is better than icici when you are sending 4000$ or more approx. icici does not take fees upfront but they always give you almost 50p less than exchange rate.
I have used this 4 times so far and its very reliable.

There are some banks (e.g. Washington Mutual Bank) that offer Free outgoing wire transfer for both domestic as well as International.
Just FYI and I suggest that you do your research before acting on it.
